Gênese e evolução em política pública de cultura: o caso do CEMUVI.

Abstract

This work is part of the field of analysis of public policies of communication and culture. It was guided by the following research question: how to understand the genesis and evolution of public policy that gave rise to the Musical Center of Victory - CEMUVI? In order to do so, analyzes are presented on the theme of culture, concepts and definitions of the same, in order to delimit the studied area as object of public policies. In the specific case of this research, it is a public policy that announces as a formal purpose to leverage social development through the teaching of music. CEMUVI was created in 2014 by the Secretariat of Social Work, in partnership with the City Hall of Vitória de Santo Antão, and is a platform that offers free lessons of instruments and singing for children and young people of the municipality using the Suzuki teaching method. The present dissertation is an exploratory, descriptive and qualitative case study, based on the process tracing method, which was understood as a tool capable of enabling the investigation of causal mechanisms and the development of hypotheses that contribute to the process of understanding the case.
