This research aims to study the local political forces that acted for the installation of the
headquarters of the Federal Regional Court of the 5th Region in the city of Recife, from the
new configuration of the Judiciary Power, determined in the Federal Constitution of 1988, in
an effort to decentralize this power, in order to expand access to justice for the population. The
study includes, in addition to previous attempts to decentralize the Federal Judiciary, the
creation of five Regional Federal Courts, which assumed part of the legal competence of the
former Federal Court of Appeals, by virtue of the provision in the Federal Constitution of 1988
(and in the ADCT), with emphasis on the choice of Recife for the headquarters and installation
of the TRF of the 5th Region at the Palácio Frei
A presente pesquisa objetiva estudar as forças políticas locais que atuaram para a instalação da
sede do Tribunal Regional Federal da 5ª Região na cidade do Recife, a partir da nova
configuração do Poder Judiciário, determinada na Constituição Federal de 1988, num esforço
de descentralização desse poder, a fim de ampliar o acesso à justiça para a população. O estudo
abrange, além das tentativas anteriores para a descentralização do Poder Judiciário Federal, a
criação dos cinco Tribunais Regionais Federais, que assumiram parte da competência jurídica
do antigo Tribunal Federal de Recursos, por força de previsão na Constituição de 1988 (e no
ADCT), com ênfase na escolha do Recife para a sede e a instalação do TRF da 5ª Região no
Palácio Frei Caneca.
