Do papel ao virtual: o processo judicial eletrônico na Justiça Pernambucana (1998-2012).

This work consists of the relevance of the facts that occurred during the trajectory of the
computerization history of the Court of Justice of Pernambuco (TJPE) in the period from 1998
to 2012, which covers the implementation of two major systems in the 1st degree: the Judwin
System, which has the feature notes of procedural movements, keeping all the content of the
process in physical form and the Electronic Judicial Process (PJe), which revolutionized the
procedural steps, creating the process completely digital. The general objective is to show and
preserve the history of change in the TJPE's judicial systems, showing the new technologies
available on the market and their importance for the institution. To reach the general objective,
the following specific objectives were covered: to describe and characterize the electronic
systems of the Court of Justice of Pernambuco; prove the celerity of the jurisdictional provision
from the implementation of the PJe; to analyze the difficulties of people aged 60 or over in
using the new digital system (PJe). The methodology used to achieve the research objectives is
based on the qualitative and descriptive method, exploring and investigating the reasons that
led the managers of the Court of Justice of Pernambuco to opt for the change of computerized
systems in the context of Pernambuco Justice. For the elaboration of the work, the author's
experience as a servant of the TJPE since 1996 and who actively participated in the
implementation of the two systems was taken into account. Currently, it is assigned to the
Management Committee of the Electronic Judicial Process and carries out various activities
associated with the PJe System, especially assisting lawyers in the use of the system's tools.
The work presents a gradual vision of the changes with the use of the PJe and the new
technologies available in the market adopted in an attempt to put an end to the mismatch of the
Brazilian Judiciary in the face of the new social reality, with an emphasis on the implementation
of the reform of the Judiciary through the Constitutional Amendment. 45/2004, which created,
among other measures, the National Council of Justice. As a product of the work, I present an
explanatory and practical manual to help lawyers aged 60 years or older in the use of the new
system, explaining the basic commands for using the PJe in the exercise of their jurisdictional
activities. It is possible to verify the benefits with the use of the PJe system, not only in the
simple economy of paper, but also and mainly a revolution in the way of exercising judicial
activities in Pernambuco justice.
Este trabalho consiste na relevância dos fatos ocorridos durante a trajetória da história da
informatização do Tribunal de Justiça de Pernambuco (TJPE) no período de 1998 até 2012, que
abrange a implantação de dois grandes sistemas no 1º grau: o Sistema Judwin, que tem como
característica anotações de movimentações processuais, permanecendo todo o conteúdo do
processo na forma física e o Processo Judicial eletrônico (PJe), que revolucionou os andamentos
processuais, criando o processo totalmente digital. O objetivo geral é mostrar e preservar a
história da mudança dos sistemas judiciais do TJPE, mostrando as novas tecnologias
disponíveis no mercado e a sua importância para a instituição. Para alcançar o objetivo geral,
foi percorrido os seguintes objetivos específicos: descrever e caracterizar os sistemas
eletrônicos do Tribunal de Justiça de Pernambuco; comprovar a celeridade da prestação
jurisdicional a partir da implantação do PJe; analisar as dificuldades das pessoas com idade
igual ou maior a 60 anos na utilização do novo sistema digital (PJe). A metodologia empregada
para alcançar os objetivos da pesquisa se baseia no método qualitativo e descritivo, explorando
e investigando os motivos que levaram os gestores do Tribunal de Justiça de Pernambuco a
optar pela mudança de sistemas informatizados no âmbito da Justiça Pernambucana. Para
elaboração do trabalho, levou-se em consideração a experiência da autora como servidora do
TJPE desde 1996 e que participou ativamente na implantação dos dois sistemas. Atualmente,
encontra-se lotada no Comitê Gestor do Processo Judicial eletrônico e exerce várias atividades
associadas ao Sistema PJe, especialmente a de auxílio aos advogados no uso das ferramentas
do sistema. O trabalho apresenta uma visão gradual das mudanças com o uso do PJe e das novas
tecnologias disponíveis no mercado adotadas na tentativa de pôr fim ao descompasso do Poder
Judiciário brasileiro frente à nova realidade social, com ênfase na concretização da reforma do
Judiciário através da Emenda Constitucional nº 45/2004, que criou, entre outras providências,
o Conselho Nacional de Justiça. Como produto do trabalho, apresento um manual explicativo
e prático para auxiliar os advogados com idade igual ou maior a 60 anos no uso do novo sistema,
explicando os comandos básicos para o uso do PJe no exercício de suas atividades
jurisdicionais. É possível constatar os benefícios com a utilização do sistema PJe, não só apenas
na simples economia do papel, mas também e principalmente uma revolução na forma de
exercer as atividades judiciais na justiça pernambucana.
